This is a funny little plastic Strange Man, Made in Hong Kong as his packaging states. He is still sealed in the package and is 5.25" tall with a loop to hang him from your rear view mirror or any other place you'd like to say you have a strange man hanging around. :-) His head swivels completely, and it appears he is only wearing a shirt, no pants, as you can see from the back view.
