Antique Buffalo Silver Plated Napkin Ring Holder, Victorian Metal Animal Tableware

An antique 1890s Victorian Buffalo napkin ring holder silver plated. There is no maker mark that I could find.
Stands 1.75" tall, 2.75" wide and 2.5" deep.
The buffalo has obvious welds, so I don't know if it broke off and was repaired or if the ring and animal did not start out together.
Condition: Tarnished, wear to the inside of the ring and it is a little out of exactly round. The buffalo also has some finish wear. Something metal sounding can be heard inside the buffalo when it is moved.
