This is, I think, an antique late 1800s - early 1900s victorian photo album holder without the album included. It could also serve as an easel for art. There is a single drawer in front and the whole thing folds and can be stood on its end while folded.
Measures 15.5" tall when folded. The storage drawer itself is 7" wide, 8" deep and about 1.75" tall.
There is a velvet autumn tones fabric with a brown sturdier canvas type fabric on the remainder. Both the fabric as well as the metal show lots of wear and discoloration.
